Benjamin Lucas

Benjamin Lucas is based in Nairobi, Kenya as the Regional Investigation Specialist for East and Southern Africa with the Norwegian Refugee Council. Prior to this role, he spent 14 years as a Detective in the Metropolitan Police Service, specializing in investigations of sexual offences and child abuse. Afterwards, he spent six years as a War Crimes Investigator with the SO15 Counter Terrorism Command where he investigated core international crimes relating to Syria, Rwanda, Iraq, and Ukraine. He held the role of a Specialist Interview Advisor and coordinated interviews in response to several high-profile incidents including the Reading Terror Attack (2020) and the murder of Sir David Amess MP (2021). He holds an MSc in International Criminal Justice and has conducted research into the use of the Enhanced Cognitive Interview after the London Bridge Terror attack (2017). He also introduced several new techniques to develop interviews with war crimes survivors to be more survivor-centered. He was added to the Justice Rapid Response roster as a certified expert in interviewing traumatized and vulnerable survivors of SGBV and children in September 2023.

  • Benjamin is currently training ICRC investigators in Nairobi, Kenya on the use of cognitive interview techniques. Additionally, he will train Ukrainian war crimes investigators with NCHR in December.
